Is This Trick Play Fair Game?

This shit can't be legal right? Since when can you snap the ball over your shoulder? This isn't flag football. And plus I think if I'm reffing a middle school game I'm gonna be screaming to kids that it's a live ball. If they wanna stand there and not tackle him then that's their own business but it's your job as an official at that level to teach almost as much as officiate.
