Is This Hit Really Legal?

Apparently I'm confused about what constitutes a helmet to helmet hit, cause I always thought it was when a player drives his helmet into the helmet of another player. I guess not.

PS - I apologize for the video quality lately. Broke my Iphone when I was drunk and now I'm rockin the Lady Friend's old flip phone. Shit sucks.
